Change the folder where the properties are saved when using websites

When using a web site, JSLint saves its properties in this folders
 Environment.GetFolderPath(Environment.SpecialFolder.LocalApplicationData),
            "\\Microsoft\\WebsiteCache\\");
With this approach it is hard to share the ignored files between team members. It could be much better to save all the jslint config in some file (jslint.xml?) in the root web site.

I am willing to code the patch if you are agree.

We have something similar to that implemented in JSLint.NET - one JSLintNet.json file per project.
